Instructions

  1. Cook the elbow macaroni according to package instructions. Drain and cool.
  2. In a large bowl, combine the cooled macaroni, apple cider vinegar, grated carrot, and grated onion.
  3. Add mayonnaise, milk, sugar, salt, and pepper. Mix well.
